What is CDMS?
Contract and Diversity Management System (CDMS) provides for governments of all sizes to streamline and improve the effectiveness of their supplier diversity programs. This software replaces inefficient paper-based processes that are labor intensive and error prone. CDMS products enable reliable, efficient, user-friendly processes which result in data which is more timely, complete, and accurate. A better quality of data will allow staff to focus on what matters.

How is it beneficial to my department or office?
The CDMS system is designed to make all of Bexar County more efficient. The majority of your contracts probably go through the purchasing department; however they are still your contracts. This system would allow you to log on and view any of your contract information without having to go though the tediousness of having other departments find the paperwork and call you back. You will be able to track expiration dates, insurance requirements, subcontractor information and payment information. The system also allows for important documents to be attached as files to each contract. This would allow you to keep pricing and product lists accessible and always attached to its respective contract.

Is it only for SMWBE tracking?
No, the CDMS system does contract compliance, generates reports, letters and maintains all of your contract information even without SMWBE goal tracking. It is multi-functional.

Will the information I enter be kept confidential? Who will have access?
Each department or office will be able to maintain confidentiality with the information they enter. Only people you authorize and the system administrator will able to access any of your information.

Is this maintained by the purchasing department?
No, the system is maintained by the vendor through the county web-site and administered by the SMWBE Program Office.

Is it mandatory to use this system?
No, the system is not currently a mandatory requirement for use by all departments. As the SMWBE policies and goals of Bexar County are changed; however the need for the system will become more evident and usage will increase. It is beneficial for your department to become familiar with the system so you can focus on entering your information instead of training on the system.
7.
What if all my contracts go through purchasing?
The purchasing department handles approximately 90% of all county contracts. The other 10% are made up of professional contracts, tax abatements and other services that would not be handled by the purchasing department. It is likely that your department does have some contracts that were not issued nor administered by the purchasing department. Those that are and are already entered in the system can be accessed by searching for your department.

What is my username?
Your username most likely will be your e-mail address. In some cases it may also be your business name or any combination of data.

What is my password?
Your password will be initially assigned to you. Once you login for the first time, you must change it to something only you know.

How do I change my password?
Go to the
Edit
menu and click on
Change Password
. In the Old Password field, type your old password. In the New Password and Type New Password fields, type your new password, and then click on Submit.

What do I do if I forget my password?
On the CDMS home page, in the
System Access Login
box, click on the
Forgot Password
link. Enter your username in the field and click Submit. An e-mail and or fax with your username and password will be sent to you.

How do I view a list of my contracts?
Go to the
Left Navigational Module
menu, click on
View
, and then click on
My Contracts
. All of the contracts assigned to you will be displayed.

How do I find a specific contract?
Go to the
Search
menu and click on
Contracts
. Enter the contract number and or fill in the other parameters and click Search.
7.
How do I view an audit?
From the contract search results, scroll down to see your audit history. Find the audit dates you want to view and click
View Audit
in the action column.

How do I submit a response to an audit?
On the Audit View Page, click on
View Audit/Submit Response
at the top of the page. Fill in your payment information and click
Review
. Verify all of the data and answer the questions, then click
Submit
. If you are responding to a final payment, don't forget to mark the payment as final.

How do I get help from customer support?
On the
Tools
menu, click on
Messaging
, and then click on
Contact System Support
.
10.
How do I edit my own account settings?
On the Edit Settings menu, click on Your Setting, then fill in the sections you want to edit.
