Grand Jury hands down indictments for 7 accused of smuggling drugs into Bexar County Jail

This afternoon, a Bexar County Grand Jury handed down multiple indictments against alleged gang members who conspired to exchange money and drugs in the Bexar County Jail with the assistance of a former detention officer.

The separate indictments allege that from Feb. 16, 2019, through May 25, 2019, the defendants, as members of the Texas Mexican Mafia collaborated from inside and outside of the jail to communicate with each other through a series of calls regarding where and when to meet to transfer money and controlled substances or dangerous drugs. The calls included planning, coordinating and instructions as to when and how the drugs or money should be obtained, packaged, transported, handed off or delivered. The defendants who were not in jail worked to get the drugs to a then-detention officer, Armando Trevino.

Trevino is charged in a multi-count indictment with the following offenses:

  • Engaging in organized criminal activity;
  • Possession with intent to deliver a controlled substance PG 1 4-200g (heroin);
  • Bribery;
  • Prohibited substances and items in correctional or civil commitment facility;
  • Possession with intent to deliver PG 3/4 (buprenorphine);
  • Possession of controlled substance PG 1 4-200g (heroin).

Johnny Morales is charged by indictment with engaging in organized crime by:

  • Bribery;
  • Prohibited substances and items in correctional or civil commitment facility.

Henry Lozano is charged in a multi-count indictment with:

  • Engaging in organized criminal activity;
  • Possession with intent to deliver a controlled substance PG 1 4-200g (heroin);
  • Bribery;
  • Prohibited substances and items in correctional or civil commitment facility;
  • Possession with intent to deliver PG 3/4 (buprenorphine);
  • Possession of controlled substance PG 1 4-200g (heroin).

Jose Sanchez is charged in a multi-count indictment with:

  • Engaging in organized criminal activity;
  • Possession with intent to deliver a controlled substance PG 1 4-200g (heroin);
  • Bribery;
  • Prohibited substances and items in correctional or civil commitment facility;
  • Possession with intent to deliver PG 3/4 (buprenorphine);
  • Possession of controlled substance PG 1 4-200g (heroin).

The following co-defendants are parties to the actions of the above-mentioned defendants but are not indicted for engaging in organized criminal activity or as part of the Texas Mexican Mafia.

Dario Hernandez is charged in a multi-count indictment with:

  • Possession with intent to deliver a controlled substance PG 1 4-200g (heroin);
  • Bribery;
  • Prohibited substances and items in correctional or civil commitment facility;
  • Possession with intent to deliver PG 3/4 (buprenorphine);
  • Possession of controlled substance PG 1 4-200g (heroin).

Daisy Perez is charged in a multi-count indictment with:

  • Possession with intent to deliver a controlled substance PG 1 4-200g (heroin);
  • Bribery;
  • Prohibited substances and items in correctional or civil commitment facility;
  • Possession with intent to deliver PG 3/4 (buprenorphine);
  • Possession of controlled substance PG 1 4-200g (heroin).

Ventura Perez is charged in a multi-count indictment with:

  • Possession with intent to deliver a controlled substance PG 1 4-200g (heroin);
  • Bribery;
  • Prohibited substances and items in correctional or civil commitment facility;
  • Possession with intent to deliver PG 3/4 (buprenorphine);
  • Possession of controlled substance PG 1 4-200g (heroin).

The Public Integrity and Cyber Crime Division is prosecuting these cases. 

An indictment is not a finding of guilt. A person charged by indictment is presumed innocent until found guilty beyond a reasonable doubt by a jury or a judge. Because these and potentially other cases are either pending or may be under investigation, we can make no further comment on them.
