Each year, Bexar County receives an annual allocation of Community Development Block Grant (CDBG), HOME Investment Partnerships Program, and Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD) to develop viable urban communities and provide decent housing / suitable living environments for low and moderate-income people.
The funds are allocated by HUD utilizing a formula that considers population, poverty, overcrowding, and age of housing within our jurisdiction. The County estimates its Program Year 2022 allocation will be as follows:

During the Technical Assistance Workshops, Community Development team members will discuss key information regarding HUD entitlement funds and answer applicant questions regarding grant-funded projects' administration. Attendance is not mandatory but is highly recommended.
An application for the use of CDBG, HOME, HOME-ARP, and ESG funds can be obtained on Friday – March 18, 2022, via the Economic and Community Development webpage. The application deadline is 11:59 PM on Friday – April 8, 2022. Applications submitted after the deadline will not be considered.
In April, ECD team members will review completed applications to determine whether proposed activities meet HUD's national objective, local Community Development objectives; and align with the priorities outlined in Bexar County's 2021-2025 Consolidated Plan. A third-party scoring committee will evaluate all proposals that meet these requirements. Applicants will be notified of funding recommendations in June of 2022. The Final Selection will take place on August 9, 2022.
