Notice of Public Comment on Third Draft of Substantial Amendment to the Annual Action Plan for Program Year 2019
On March 27, 2020, Congress passed the Coronavirus Aid, Relief, and Economic Security (CARES) Act. The Act supported the preparation for and response to the community impacts of the COVID-19 pandemic. Under the CARES Act, the U.S. Department of Housing and Urban Development (HUD) allocated special Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) funding for the prevention, preparation, and response to the Coronavirus. This special funding is known as CDBG-CV and ESG-CV.
In accordance with federal regulations [24 CFR 91] and applicable waivers made available through the CARES Act, notice is given that Bexar County is making amendments for the third time to the 2019-2020 (PY 2019) Annual Action Plan. The PY 2019 Annual Action Plan was amended for the first time on April 9, 2020 when a reprogramming action was completed for CDBG Public Service and ESG activities. The second amendment was made on May 13, 2020 when the County received the first tranches of CDBG-CV and ESG-CV fund. The third amendment will enable Bexar County to receive and administer $1,901,715 in CDBG-CV tranche 3 funding allocated to the County by HUD. (Note: Bexar County did not receive CDBG-CV tranche 2 funding. Only States and insular areas received CDBG-CV tranche 2 funding.)
This amendment is proposing to amend 2019 Annual Action Plan for the following activities:
- Reprogramming of ESG-CV funds in the amount of $289,000 from Roy Maas Youth Alternative (RMYA) Street Outreach program to Haven for Hope of Bexar County Emergency Shelter program
- Reprogramming of CDBG-CV 1st tranche in the amount of $1,407,897 from Temporary Rental Assistance Program to Meals on Wheels Program
- Receive and allocate the CDBG-CV 3rd tranche for $1,901,715 to Meals on Wheels Program, awarding the agency a total of $3,309,612
- HUD has waived the 30-day public comment period requirement as long as no less than five (5) days are provided for public comments on each substantial amendment.
A copy of the Substantial Amendment to the PY 2019 Annual Action Plan will be available for the public at the Bexar County website at https://www.bexar.org/CivicAlerts.aspx?CID=42. All interested agencies, groups, and persons disagreeing with this action are invited to submit written comments to the County during the allotted 5-day public comment period addressed to:

All comments received will be considered and the County will not consider the proposed actions final until consideration is given to each comment received.
