Two indicted by Bexar County Grand Juries in separate financial schemes

This week, Bexar County Grand Jurors handed down nearly 300 felony indictments.

Lavelle Wilson Ruvader is charged with theft of $300,000 or more. The two count indictment alleges that between Jan. 6, 2014, and Sep. 12, 2019, Ruvader, also known as Lavelle Wilson, unlawfully appropriated, by acquiring or otherwise exercising control over property, namely United States Currency of the value of $300,000 or more from New Creations Christian Fellowship Church, Kingdom Council of Independent Churches and Ministries, David Copeland Ministries or David Copeland, the owner thereof, without the effective consent of the owner, and with intent to deprive the owner of the property. It is further alleged that all of the amounts were obtained pursuant to one scheme or continuing course of conduct and the aggregate value of the property obtained was $300,000 or more. Ruvader is also alleged to have intentionally, knowingly or recklessly misapplied property, namely: lawful currency of the United States of America, having an aggregate value of $300,000 or more, that Wilson held as a fiduciary or as a person acting in a fiduciary capacity, contrary to an agreement under which Wilson held the property, and in a manner that involved substantial risk of loss of the property to New Creations Christian Fellowship Church, Kingdom Council of Independent Churches and Ministries, David Copeland Ministries or David Copeland, the owner of said property, and all of the amounts alleged were misapplied pursuant to one scheme or continuing course of conduct. This case is being prosecuted by the Public Integrity and Cyber Crime Division in the 379th District Court.

Yonleno Sam Ramos is charged in two separate indictments with offenses commonly referred to as “skimming.” The first indictment charges Sam Ramos with unlawful interception, use or disclosure of wire, oral or electronic communications. The indictment alleges that on May 13, 2019, Sam Ramos intentionally endeavored to intercept an electronic communication, namely, a credit card transaction by using a credit card skimming device. The second indictment charges Sam Ramos with possession of a criminal instrument. The indictment alleges that on May 13, 2019, Sam Ramos did then and there, with intent to use it in the commission of an offense, namely, theft, possess a criminal instrument to wit: credit card skimming device. This case is being prosecuted by the Criminal Trial Division in the 226th District Court.
