The Bexar County Small Business & Entrepreneurship Department assists small business owners with information, training programs, capacity-building programs, and more. Our mission is to create an environment where small businesses can thrive to create a sustainable economic future for Bexar County. 

Our Vision: To increase small, minority and women owned business participation in Bexar County projects and procurement through the integration of public, non-profit and private sector efforts and resources.

Our Mission: The County's Small Business and Entrepreneurship Department (SBED) embodies the strong partnership between economic development and entrepreneurship. The SB&E Department, which is charged with the responsibility of administrating the Small, Minority and Women Owned Business Enterprise (SMWVBE) Program, Disadvantaged Business Enterprise (DBE) Program and coordination for US DOT Title VI Regulations as applied to Bexar County’s Federal Highway (FHWA) funded projects, seeks to establish innovative programs that involve new or existing businesses and provide monitoring and compliance. 

 Since 2001, SBED has implemented a fact-based management process guided by the following passion: 
"We are an action-oriented team dedicated to linking SMWBE/DBE/HUB to opportunities that will ensure success in the government marketplace and the private sector"

Director’s Message
Small, minority, women, disadvantaged and veteran owned businesses are an integral part of our lives, play an important role in the economy of the United States, and are considered by many as the heart of the free enterprise system by employing well over half of all working Americans. Bexar County is home to over 45,000 small businesses that provide products and services which support the community with a higher standard of living.

Bexar County Commissioners Court recognizes the importance of SMWBE/DBE firms, advocates the growth of these businesses, and works to build partnerships with numerous federal, state, local and private sector organizations where opportunities are provided for SMWBE/DBE firms to access and compete for contract.
