Elisa Chan is the President and co-founder of Unintech Consulting Engineers, Inc. (UNINTECH), a structural and civil engineering and surveying firm established over 30 years ago in 1992. As president and shareholder, she is in charge of strategic planning initiatives and overseeing financial management and information technology for firm-wide operations. UNINTECH has consistently been ranked among the "Top 25 Largest Engineering" and "Women-Owned" firms in San Antonio by the San Antonio Business Journal.

Elisa has resided in San Antonio for over 33 years and always tries to give back to her community by supporting different organizations and chambers of commerce. She was the past president for American Council of Engineering Companies, San Antonio Chapter; she served on the Board of Governors for Cancer Therapy and Research Center; she was Board of Trustee for Southwest School of Art; and she served on the City of San Antonio Planning Commission, to name a few. Currently, she serves on the board of SAMCo and ART.

With a passion for public service, Elisa ran for San Antonio City Council’s District 9 in 2009 and won, becoming the first Asian American woman and the first immigrant to serve on the city council. She was re-elected in 2011, and again in 2013.

Elisa is very engaged in the San Antonio Asian community. She helped establish the Alamo Asian American Chamber of Commerce, serving as its President from 2004 to 2007. In 2015, she established a second organization, the Asian American Alliance of San Antonio, an alliance of 25 Asian organizations as its members, and served as its founding President from 2015 to 2019.

Elisa and her husband Clifford live in the Stone Oak area in San Antonio. Their adult daughter, Nikola, is currently a law student at Georgetown Law in Washington D.C.
