Overview
The U.S. Department of Housing and Urban Development (HUD) requires each jurisdiction that receives Community Development Block Grant (CDBG), HOME Investment Partnership (HOME) Program and Emergency Solutions Grant (ESG) Program funding to review and report on the progress it has made in carrying out its strategic plans through its Citizen Participation Plan, Consolidated Plan, Action Plan and, Consolidated Annual Performance Evaluation Report (CAPER).

Citizen Participation Plan
This plan contains Bexar County policies and procedures for public involvement in the Consolidated Plan process and the use of Community Development Block Grant (CDBG), HOME Investment Partnership (HOME) and Emergency Solutions Grant (ESG) money. The Plan provides for and encourages public participation, emphasizing involvement by low and moderate-income people.

Consolidated Annual Plan
The Consolidated Plan is a plan up to five (5) years in length that describes community needs, resources, priorities, and proposed activities to be undertaken under certain U.S. Department of Housing (HUD) programs, including the Community Development Block Grant (CDBG) Program, the HOME Investment Partnerships (HOME) Program and Emergency Solutions Grant (ESG) Program.

Action Plan
Each year, Bexar County CDH Division is required to update the Consolidated Plan by submitting an Action Plan to the U.S. Department of Housing and Urban Development (HUD) that describes the specific planned uses of the Community Development and Block Grant (CDBG), HOME Investment Partnership (HOME) and Emergency Solutions Grant (ESG) programs.

Consolidated Annual Performance and Evaluation Report (CAPER)
The Consolidated Annual Performance and Evaluation Report is a summary of programmatic accomplishments and an assessment of progress toward the priority needs and specific objectives set forth in the Consolidated Plan.

Federal Compliance Manual
The Federal Compliance Manual aids in the identification of Federal regulations applicable to the administration of the Community Development Block Grant (CDBG) and HOME Program. The Manual is assembled to provide project sponsor responsibilities under each applicable Federal regulation. Identification, description, and inclusion of defined contract stipulations or requirements are outlined for each regulation specifically referenced in Title I of the Housing and Community Development Act of 1974.
