Design and reconstruction to replace the existing low water crossings on Shepherd Rd at Black Hill Branch and Elm Creek. Improved crossings will withstand the 1% storm event. The crossing at Black Hill Branch will be constructed with multiple box culverts. The crossing at Elm Creek will be constructed as a bridge. Some channel improvements by regrading upstream and downstream will be required at both crossings.
This low water crossing was selected because Shepherd Rd at Elm Creek experiences high levels of traffic and is prone to flooding during minor and major storm events. Flooding conditions have led to multiple site rescues and one fatality.
Project Status
Construction Activites for this project started in the fall of 2010 and Substantial Completion was achieved in the late fall of 2011. The Contractor completed the project under budget. Tree and vegetation planting was completed in the spring of 2013. The Letter of Map Revision (PDF) was approved by FEMA on May 29, 2013.
