Update DBE Certification

The Texas Unified Certification Program (TUCP) is a certification program for the Federal Disadvantaged Business Enterprise (DBE) Programs in Texas. A business' DBE certification received from any of the TUCP members is valid and can be relied upon by any Texas entity that receives U.S. Department of Transportation (DOT) funds. TXDOT will handle firms that work only in the highway construction area. Federal Highway Administration (FHWA) now requires all Texas certification applications to be processed by The Texas Department of Transportation Office of Civil Rights in Austin, Texas.

Certification is valid for three years from the date of initial certification. However, you must update your certification annually. TxDOT will notify you of upcoming annual updates and it is the firm’s responsibility to ensure that the information in the TUCP Directory is correct. Submit the DBE Annual Update Affidavit (PDF) online at the Diversity Management System.

If a firm is looking to do business with TXDOT, the process will match the Memorandum of Agreement (MOA). If a firm wants to work on projects with the Federal Aviation Administration (FAA) or Federal Transit Authority (FTA) then the certification remains with the TUCP Certifying agency.
