Grants Division
The Grants Division of the Budget and Finance Department coordinates grant policies and procedures for Bexar County, to include exploration, development, and administration of various grant opportunities; including working with various County Offices and Departments, as well as Elected and Appointed Officials to ensure the excellent stewardship of state and federal grant funds.
Responsibilities
Grant Compliance is responsible for the coordination, execution, and reporting of the following Bexar County U.S. Department of Justice Grants:
- Justice Assistance Grant Local Solicitation (JAG)
- State Criminal Alien Assistance Program (SCAAP)
Guidelines
Overall, grant compliance ensures that County Offices and Departments, as well as Elected and Appointed Officials are not only adhering to all county grant policies and procedures; but are adhering to all state and federal requirements of awarded grants.

County Offices and Departments, including Elected and Appointed Officials that apply to any local, state, and/or federal grant opportunity should consult the Grants Division prior to submission to determine whether the grant application should be reviewed by the County’s Grant Review Committee. CORPORATIONS
The Management and Finance Department coordinates the functions of the Bexar County Housing Finance Corporation, the Bexar County Health Facilities Development Corporation, and the Bexar County Industrial Development Corporation.
Bexar County Housing Finance Corporation
The Bexar County Housing Finance Corporation ("BCHFC") provides grant and loan funding to various agencies and non-profit organizations that directly serve the community's housing for low income families. The BCHFC also acts as a conduit through which to finance single-family and multi-family homes that provide housing for low income families.
Bexar County Health Facilities Development Corporation
The Bexar County Health Facilities Development Corporation ("BCHFDC") was created as a public nonprofit corporation under the Health Facilities Development Act, Chapter 221, Texas Health and Safety Code, as amended (the "Act"). The Act authorizes the Corporation to issue its revenue bonds for the purposes among others, of providing financing and refinancing for health facilities (as defined in the Act). The BCHFC is a special type of non-profit corporation that can be used as a conduit through which to finance, on a taxable or tax-exempt basis, health care facilities which will improve the adequacy, cost, and accessibility of health care, research, and education in Texas. Such facilities generally must be owned and operated by a non-profit 501(c)(3) entity.
Bexar County Industrial Development Corporation
The Bexar County Industrial Development Corporation assists businesses in the acquisition, construction, or improvement of certain facilities used or useful in its trade or business located wholly or partially within the boundaries of Bexar County, Texas, through the issuance of Industrial Development Revenue Bonds pursuant to the Development Corporation Act of 1979, as amended.
